A screed’s relative humidity can be a Reading in %RH on a sheet you build, with your laying limit as its Highest. Where its Answers are pass and fail, a higher reading fails, and a fail can need a photo.
Carpet stays at 20% in a new home.
In a new home being built, carpet and underlay are 20%, though fitting them can be zero rated. Other floors are zero rated with the work. Each quote line has a VAT treatment.
CIS on a build, but not for carpet.
Vinyl, laminate and wood laid to finish a building project are in CIS. Carpet fitting is not, even then, unless one contract has other flooring too.

A carpet or underlay in the price book can Keep a stock balance. Picked onto a job with Add a part, it comes off what is On hand, and Correct the count records a stocktake of the roll.
Questions, answered.
- Is carpet-only work for a builder reverse charged?
- No. HMRC’s domestic reverse charge reaches only work reported under CIS, and carpet fitting alone is outside CIS. The carpet fitting kind of work has Construction work unticked, so its invoices charge VAT as usual, for a customer whose type is Principal contractor too, and no CIS is recorded on them.
- Can CIS be left off a subcontract carpet fitter’s bill?
- Yes, on the bigger plans, line by line. Each line of a subcontractor’s bill is given a kind, and a line marked Not construction, such as carpet fitting alone, has nothing deducted from it.
- Can the stairs be quoted as an option?
- Yes. The stairs, or new door bars, can each be an Optional extra on the quote, left out of its total unless the customer takes it.
